Author or contributor to 13 books (computers, curriculum & instruction, & science education). He has spent 37 years in training, education, & courseware development. Currently he is consulting with Colorado State University on a management leadership program for the College of Engineering.

Earlier he was Technical Fellow for Enterprise Knowledge Manager at United Launch Alliance.

Dr. Tarp has led aerospace-training system architecture, design, & curriculum-development projects. He is certified in Franklin Covey 7 Habits, Belgard High Performance Work Systems methodology, & Birkman assessment. He has led large government projects—Navy T45 Training System, NASA’s International Space Station/ Shuttle, & the 2002 TSA Airport Security Rollout.

He was a McDonnell Douglas Training Systems Group program manager, team leader, & instructional designer. At the University of Texas, he developed computer-based training. He was also an instructional developer at Biological Sciences Curriculum Study.

His Ph.D. is from the University of Texas-Austin in instructional computing; his M.A. is from the University of Colorado in science education, and his B.S. (pre-med) is from Columbia University.
